Overview of MAMA Resolutions

Support Adoption of Street and Sidewalk Design Standards That Support Revitalization of Town Centers in Metropolitan Atlanta
The Metro Atlanta Mayors Association (MAMA) calls upon the Georgia Department of Transportation, in cooperation with the mayors, to develop, adopt and administer standards that recognize and support the goals of creating vibrant, mixed use, pedestrian-friendly, transit-supportive civic environments in their respective city and town centers.

Further, MAMA calls upon the GDOT to review and realign their funding policies and resources and plan development processes to accelerate the creation, enhancement and implementation of the streetscape transportation policy objectives of reducing the number and shortening the length of trips as well as providing choice on how to make trips. Support Transit and Commuter Rail
In an attempt to better serve the growing population of the Metro Atlanta area whose concerns stem from the increased pressures of transportation, MAMA encourages the accelerated development and implementation of appropriate alternative modes of transportation, including the expansion of transit and commuter rail services. In addition, they are urging the State of Georgia to support and work with local officials to accomplish this objective. (full resolution)

Support Inspection of Residential Rental Property
Metro Atlanta Mayors Association supports the repeal of HB 748 that limits the ability of local governments to conduct inspections of residential rental property. Furthermore, MAMA opposes any legislation that attempts to restrict the authority of municipalities to prove certain services to their citizens. (full resolution)

Oppose “Freezing” Homestead Property Values for Ad Valorem Taxation
The Metro Atlanta Mayors Association opposes legislation restricting local governments’ access to property taxation. (full resolution)

Support Changes to Georgia’s Formula for Funding Transportation by Congressional District
MAMA supports the addition of “Interstate work” to the list of exemptions in order to provide greater flexibility in addressing transportation needs and to prevent some congressional districts from being shortchanged because of major Interstate project work. (full resolution)

Urge Streamlining of Urban Transportation Project Review and Approval
MAMA encourages GDOT to consider unifying the Atlanta district or cross-train transportation officials in addressing urban transportation issues in a consistent way with flexibility as appropriate. Permitting requirements should be streamlined and time constrained to insure timelier decision-making. (full resolution)

Urge Convening of State Departments and Local Governments to Address More Effective Coordination of State Policies to Support Implementation of the Atlanta Regional Development Plan
MAMA encourages the Governor to convene state department heads and local governments as a collaborative task force supporting implementation of the Atlanta Regional Development Plan. MAMA believes this task force could operate with technical support from Atlanta Regional Commission and the Georgia Regional Transportation Authority. (full resolution)

Support Development of a Policy on the Use and Management of Septic Tanks in the Atlanta Region
The Metro Atlanta Mayors Association supports the development of policies that address the long-term affect the metro region’s over reliance on septic systems has on vital water resources. (full resolution)

Support a Local Option for Funding Greenspace Acquisition
MAMA urges the Governor and Members of the General Assembly to adopt legislation to authorize city and county governments to ask their voters to approve a $1 increase in the current real estate transfer tax to go for greenspace. In addition, they are urging the Governor to work with GMA, as well as MAMA to pass legislation that would give cities another local option in meeting the needs of their citizenry, whether it is the real estate tax or another adequate funding mechanism that would help meet greenspace funding needs, particularly in communities facing growth pressures. Support of Authorizing Speed Cameras in School Zones 
MAMA supports passing legislation that authorizes communities in Georgia to use cameras systems to ticket speeders in school zones. (full resolution)

Support Impact Fees for Schools
MAMA supports appropriate legislation to provide cities and counties authority to levy and collect impact fees for infrastructure to serve burgeoning school populations and associated infrastructure demands.(full resolution)
